for accommodating wounded, of the standard pattern used by the British Army. These tents, although readily obtainable in England, are manufactured in India, and time would clearly be saved if the tents could be shipped direct from the place of manufacture. They should in any case be consigned to Dr. Robert Lim, Director, Medical Relief Commission,
National Red Cross of China, at Hong Kong.

Lord Halifax is aware that it has been generally understood that the funds go generously subscribed by the public in response to the Lord Mayor's appeal should be applied primarily to the relief of distress among civilians. He believes that up to now no part of this money has been utilised for the care of wounded soldiers except indirectly through grants to mission hospitals. It may be that to apply any part of the funds raised by the Lord Mayor for any of the purposes which Dr. Robert Lim has in mind might not be regarded by subscribers as strictly consistent with the terms of the appeal. On the other hand there can be no doubt that help for the Chinese Red Cross and the provision of British ambulance units would in themselves be very worthy objects and that the committees administering the British Fund in China would be peculiarly well placed to see that advances or gifts to the Chinese Red Cross were properly administered and used to the best advantage.
